Upon formation of the Lutheran World Federation (LWF) in 1947, the NLC Executive Committee served as the U.S.A. National Committee of the LWF. To direct and manage the activities of this Committee, a European Desk was created at the NLC's New York City headquarters in 1948. John A. Scherzer served as secretary.
